PHILOSOPHY AND ORGANIZATIONAL STRUCTURE

INTRODUCTION AND STATEMENT OF PURPOSE

Guidelines

 

The Downingtown Area School District Athletic Handbook has been written and issued to

each head coach or others seeking information concerning our athletic rules and regulations. The intent of this handbook is to provide the foundation concerning and serve as a guide for the efficient organization and operation of our athletic departments.

 

The specific rules and regulations governing Downingtown Area School District athletic programs are consistent with the philosophy, policies and regulations of the Pennsylvania Interscholastic Athletic Association (P.I.A.A.), District 1 Committee, the Chest-Mont League, Downingtown Area School District Board of School Directors and Downingtown Middle and High Schools.

 

A handbook of this nature is not intended to repeat the policies already referred to, but to outline operational guidelines unique to Downingtown Middle and High Schools.

 

The following high school level interscholastic sports are offered for the students:

 

FALL

Cross Country - men/women varsity and junior varsity

Football - varsity, junior varsity and 9th grade

Field Hockey - women varsity, junior varsity and 9th grade

Golf - men/women

Tennis - women varsity and junior varsity

Volleyball - varsity and junior varsity

Cheerleading - men/women varsity and junior varsity

 

WINTER

Basketball - men/women, varsity, junior varsity and 9th grade

Cheerleading - men/women varsity and junior varsity

Indoor Track - men/women

Swimming - men/women

Wrestling - men varsity and junior varsity

 

SPRING

Baseball- men varsity, junior varsity and 9th grade

Lacrosse - men/women varsity and junior varsity ;women 9th grade

Softball - women varsity and junior varsity

Tennis - Men varsity and junior varsity

Track - Men/women

PHILOSOPHY OF THE INTERSCHOLASTIC ATHLETIC PROGRAM

 

ATHLETIC PHILOSOPHY, PROCEDURES FOR PARTICIPATION AND OPERATION OF HIGH SCHOOL ATHLETIC PROGRAMS

 

The opportunity provided by the Downingtown Area School District for high school boys and girls to represent their school and community through participation in interscholastic athletics is a privilege.  Participation in high school athletics offers students significant lifetime learning experiences that are not duplicated in other areas of the total educational program. Our varsity programs are meant to be competitive in nature, while all other athletic programs are considered to be developmental and serve as a feeder for varsity level programs.

 

The procedure that govern the formation and operation of our athletic programs are listed below. These procedures have been established to provide uniform standards for all student athletes and to ensure that practices and games are played in a safe and sportsmanlike manner.

 

Each athletic program should have;

  1. A purpose in the organization and development of an athletic program that will promote and protect the physical welfare of all participants.

  2. Rules and regulations that adhere to and allow the enforcement of the applicable P.I.A.A mandated rules as a member school of the governing organization.

  3. An organizational plan that allows for a varsity team and, where appropriate, a junior varsity program, number of participants, and available opponents.

  4. Freshman teams are determined on the basis of need of the individual program of participants and available opponents. In the absence of a freshman program, an additional junior varsity coach will be considered per the guidelines in #3 above. Freshman and junior varsity teams allow students the opportunity to develop and refine those skills required of a highly competitive and skilled varsity team.

  5. Minimum of one (1) coach per varsity, junior varsity or freshman team to afford our student athletes the proper supervision, ensuring their skill development, safety and well being.

  6. A minimum number of participants that equals the number of players needed to compete in a particular contest.

  7. The athletic programs will be re-examined and coaches evaluated annually. Adjustments and refinements to the total athletic program will be addressed on the needs of individual teams.

  8. Exceptions to these procedures will be reviewed on a case -by- case basis. ( Football, based on established practices, the nature of the sport, and the potential for injury, will be considered an exception.)

     

     

    ROLE OF SUPERVISION OF THE INTERSCHOLASTIC PROGRAM

     

    The Downingtown Area School District Board of School Directors shall act so as to pursue the philosophy of the school system in athletics. The DASD Board of School Directors shall establish all policies necessary in operating a successful program and appoint such competent personnel to administer and run the athletic program from recommendation by the Superintendent of Schools. As the executive officer of the school board. The Superintendent of Schools shall recommend a program of interscholastic athletics that is compatible with the philosophy of the school system and which satisfies the needs of the students.

     

    At the operational level in the individual schools, the responsibility for the supervision of the interscholastic athletic program rests with building principals. The principal is particularly responsible for performing those functions that are listed in the constitution of the PIAA, of which the Downingtown secondary schools are members. The principal may delegate those responsibilities and is responsible for those functions that require the principal’s personal approval, personal signature, or presence as mandated by the PIAA in both the senior high schools and the middle schools. The Director of Athletics shall be the deputy of the principal in all matters pertaining to the interscholastic athletic program.
